Are Charter Schools leading to Increased Segregation?

Studies report that charter schools haven't lived up to their promise of diversity. 
The Obama administration and the movie "Waiting for Superman" are advertising charter schools as the solution to the many problems in the US education system.

Penn State University researcher Erica Frankenberg was co-author of a national study that raised the question if charter schools might lead to increased segregation: Are Charter Schools a Choice for Segregation?
